Judgment of Compliance: The College certifies COMPLIANCE.
Narrative:
The policy-making authority of the Board is granted by NCGS 115D-20. NCGS 115D-12 mandates the establishment of a Board of Trustees to govern the college. This Board is empowered with the authority to adopt policies necessary for the operation of the college. All college policies must be consistent with the NCGS and the North Carolina Administrative Code. All board policies are published in the Policies Manual of the Board of Trustees of WCC (pages 1-59). All administrative policies and procedures are published in the WCC College Procedures Manual. New and revised policies and procedures are submitted to the Administrative Council for approval and/or recommended to the Board for approval. The college does not have any related corporate entities. The college has one non-profit corporate entity, the Foundation of Wayne Community College. The Foundation is incorporated and has its own by-laws but is controlled by the college.
The college auxiliary services include the college bookstore and the food services operation; both are self-supporting operations operated under the authority of NCGS 115D-5(a1). These auxiliary services are under the direct supervision of the Vice-President of Educational Support Services. The policies for the management of auxiliary services are published in the North Carolina Community College System Accounting Procedures Manual. The Board approves all funds expended from auxiliary services. The price of textbooks and related supplies and the price of food are approved by the Vice President for Educational Support Services.
